What do you mean making skins and tracks, are you talking about where to put the skins and tracks you download?? Other than that making skins isn't too bad. Check out the DTR2 Tutorials under the Community Menu on this site, they were very helpful to me.

Make a folder for skin decals on your desktop.
Download or Get PaintShop Pro7.
Download a Template skin.
Make a folder for the skin .tga files on your desktop.
Save the template as something else in your skin files folder.
Put in your Skins folder in your game
