Does this mean that the server will be in public? "Dont really have one anyone can race as long as your car doesnt appear to be all over the track because of high ping"

No it wont be in the public lol, Ping rules are retarded, if your warpy you dont race, if your pings 1000000 and your car is fine, you can race, a common sense rule really.
It's such a shame, They gonn miss this plane.
