I've FINALLY figured out how to paint skins BUT I'm stuck on how to make decals smaller...found some that are perfect for the car I'm working on but they're WAY too big. I'm using PSP7 for those who can help.

The resize tool? When you open a decal copy it and paste it on your skin and it should have resize handles at the corners and just drag them down to the right size. In Photoshop I think you press CTRL+T to make the handles show up.

Yup...figured that one out but now that I got the skin done all the decals and crap isn't showing up in game, just the black body...uhhhh
